Costa Rica is a democratic republic. Costa Rica declared independence from Spain on September 15, 1821. Their current constitution was last ratified on November 7, 1949. IT has not had an army since 1949. The social security system was established in 1941. Approximately 10 percent of Costa Rica's national budget is used for public health matters. Dr. Rafael Angel Calderon Guardia, was elected president in 1940. He was a socially conscience physician, who focused his term on the poor. In 1990, Rafael Calderon Fournier, won a narrow victory with 51 percent of the vote, succeeding the man who beat his father in the election of 1948. He stayed in office for 50 years, and spent most of his term trying to restore the nation's economic health.

Domestic tourism fuels industry in Costa Rica. Ever since the collapse of the financial market in 2008, the amount of money that tourist spend has reduced. However an analyst had noticed a couple years back that the money spent by Costa Ricans exploring their own country had risen. This gave wave for the National Board of Tourism to relaunch the "Vamos a Turistear" campaign. This promoted domestic tourism, with lower prices for domestic travelers.
